I think we could stipulate FOSS project use only. Rinigus lays out some detailed per specific accounting considerations in #4
As long as we can associate particular user costs to that user donation, we shouldn't put any limits. In principle, for profit corporations can work as app or service providers in that scheme. The problem would be if someone would find a way to benefit from others and, indeed, would drain the pool. I think our job is to design the scheme that would prevent it.
Right now we are assuming keypeer would be used by OSS communities' projects to enable access to mapping services.
What would prevent a "corporation" (any for-profit project/business) use the infrastructure?
