As an administrator of a garden, I want to be able to change the header photo for my garden's page. Designs are here

[ ] Build full-stack functionality to change the existing image

Consider:

How and where is the image stored?
What do I need to add in order to change the image?
Are there any limitations (file extension, size, etc)?
What messaging will we give to the user when the image change is successful or fails?
