Hello,
If you used Safari 6.x then you may be able to decrypt your wallet by running bitaddress.org on the same version of the browser (Safari 6.x on Snow Leopard). This particular browser version had a problem in which it occasionally produced BIP38 keys that could only be decrypted by the same browser.

Hi, I created a paper wallet on January 15th 2015 which I’m unable to decrypt (via bitaddress or other means)
Could there have been an issue that has left me with a corrupted wallet?

Thanks for getting back to me. I messaged you a couple of weeks ago regarding the safari issue and you were kind enough to help me out.
Unfortunately I don’t think it applies - I was running OS X Yosemite when I created the paper wallet so would have been using safari 10.x
Try using Electrum sweep, I got stuck on this for a while. https://electrum.org/#download
Electrum doesn't support BIP38
