We've made a lot of improvements to TCA and how we manage dependencies, so I wanted to bring things up to date here:

I introduced a .failing location manager
I publicized properties to make them mutable/overridable after a .failing location manager is assigned
I deprecated the .unimplemented location manager that fatal errors
I updated tests accordingly
I updated README, DocC and documentation around testing
