Draft PR for now. Given all the issues we've had migrating this package in place, let's maintain separate packages and retire this one in the future.

To do:

[ ] Rename this repo to xctest-dynamic-overlay again
[ ] Publicize the dependent repo as swift-issue-reporting
- [ ] Update this Package.swift to point to it
