@coderanger ? Define "incorrect".

Your change means the cookbook no longer works with application < 4. This PR does, making it easier to release in a minor release. Since it worked (I presumed) on < 4 before, there was no reason for me to block usage of that version...

When is this code going to be released as a new application_nginx release? Using librarian-chef always fails when using application_ruby + application_nginx with the latest version as it could not resolve the proper version of the application cookbook.
