ensure consistency with api #24

now that this package is strictly for API wrappers, include all parameters (i.e. function args) in API in each R wrapper and make sure that names of args are identical

function parameters: limit, offset, bbox, properties, transform collection parameters: properties, transform

providing a 'properties' parameter will subset the columns returned by the function
