Just tu be sure, are you running with python 2.7?

try running

$ python2.7 -m pip install -r requirements.tx

as said in the requirements file

Hi @walt253, sorry I didn't see this earlier.

As KYSXD mentioned, are you sure you are using Python 2.7? For both pip and running PyMS? You don't show how you run PyMS as well, so it is also possible that you are running the pip install and PyMS using different instances/versions of Python?
