Because there's a lot of tools in the community and the unity header menu gets crowded. Also there are other tooling (like orels, ProTV, AudioLink, Modular Avatar, etc) who have their menu options underneath the Tools top-level menu so matching that standard is reasonable in order to unclutter the top level menu bar.
