feat(react-query): switch from redux to react-query and typescript

what

• replace redux with react-query
• convert everything to typescript
• fix a bunch of small race condition bugs

i've deployed this to production, and now i'm just watching it to make sure nothing breaks with regards to compatibility. i'm using more advanced ts/js features, and i'm not 100% confident that things are being transpiled all the way to a compatible subset of js features. so i'll just wait a bit before merging this, so that some potentially fringe browsers have an opportunity to try things out
