IO Register Fixes #69

So apparently platform cleanup ended up causing a ton of regressions with IO registers, along with some longstanding inaccuracies still hiding in there, this hopefully will squash all of them.

Oops, didn't mean to have the MBC2 stuff in here, that can stay within its own PR.
