In preparation for merger to main

combined all the new database changes to one upgrade file with high enough version number so upgrading from main should work
removed all the pokemon table entry upgrades since they're no longer needed
changed all default character sets to utf8mb4
cleaned up pokemon-raid-bot.sql from all the mysqldump variables

Actually on testing I didn't see repeatability issues 🤷 .. so this is fine.
