Objective

As part of #1482 we need to create steps for and automate the test scenarios that were identified as part of E2E testing discovery.

Goals

Align test scenarios to steps that maintain the desired state

Deliverable

Finalize scenarios and define steps between them
Design the state based on the steps created between scenarios

Non-goals / Non-deliverables

Adding more scenarios
Preparing to handoff to QA

General issue deliverables

[ ] Update the appropriate CHANGELOG
[ ] Update any relevant READMEs (local and/or global)
[ ] Update any relevant global documentation & references
[ ] If applicable, update the source code tree explanation
[ ] If applicable, add or update a state, sequence or flowchart diagram using mermaid
