[DRAFT] Enable App stake count independent of MaxChains #1607

Description

This is a WIP demo PR to consider removing the relationship between app stakes and MaxChains.

Realistically, it'll require a new governance param to enable a reasonable upper bound (for safety), but the key points are still listed here.
