Objective

Enable E2E Consensus, Scaling & State Sync Tests.

Goals

Enable scaling actors on DevNet
Enable E2E tests in CI that involve scaling actors

Deliverable

[ ] Search for all TODO(#964) in the codebase and tend to them
[ ] Enabling scaling actors in DevNet
[ ] Update the Makefile targets to have checks pass both on local and remote environments

Non-goals / Non-deliverables

Add new tests
Disable existing tests

Testing Methodology

[ ] E2E Test Locally: make test_e2e
[ ] E2E Test Remote: Add e2e-devnet-test to PR
