[Relayminer] Fix: relayminer on time sessions

Summary

Re-writes mapBlockToSessionsToClaim() for use in a channel.ForEach (as opposed to the channel.Map) to ensure that late & on-time sessiontrees are emitted without an undesired delay in-between.
