[Relayminer] refactor: relayminer to use `proof_window_open_offset_blocks`

Summary

• Refactor relayminer to use proof_window_open_offset_blocks to determine when to submit proofs.
• Add #GetSessionGracePeriodEndHeight() and #GetProofWindowOpenHeight() to client.SharedQueryClient.
• Refactor shared.GetSessionGracePeriodEndHeight() to receive sharedParams in preparation for making GracePeriodBlocks a shared param.
