build: Pin polars to version rather than git main

A few reasons for this:

Cannot publish to crates.io with dependencies pinned to git
We want to guarantee that the version published to crates.io matches the binary shipped with the GitHub release.

For now, we should just ship a new Polars CLI release with every Rust release, which is about once a month.
