Can we have real resolution change for users who Connect Pc to crt Tv. #114

What steps will reproduce the problem?
1. When running gens re recording in A low resoluton Crt Tv setup
2. The low res gen modes looks bad with setting (proper aspect low res)
3. Screen tearing and bad looking video (but normal gen mode is fine)

What is the expected output? What do you see instead?

Would like to have automatic resolution change so that when Gens rr using
the low Res gen modes in a Crt Tv setup it will change to the actual resolution 
instead of stretching within 320x240 (as a option for CRT Tv setup Users).

What version of the product are you using? On what operating system?
Gens 11 SV 351.  WinXP ATI Radeon HD 4350 EMUCRT Driver (15khz) and cable rgb 
To Scart.

Please provide any additional information below.

In a low res CRT TV setup (320x240) when Gens RR is using the low Gen modes it 
stretches within 320x240 and that creates bad looking video with tearing 
effects. IF Gens rr Could have a option for Real resolution change then users 
of Crt Tv low res setup would have the low res mode looking properly and nice 
as the other modes.

But for Games that uses 320x240 Everything looks nice, Its only when Gens need 
to use the lowest res with the option (Proper aspect in low res mode) things 
looks bad in A
Crt Tv low res setup. Kega fusion have automatic Resoluton change but the input 
latency is not good on Fusion, Gens rr have mutch quicker inoput response since 
it has the options for it.

This issue here is for Emulation purposes to make it most accurat as possible 
and not for recording video.
