Null controller option #68

In the input settings each port must be set to pad or teamplayer. There is
no "nothing plugged in" option. This (maybe?) affects at least one game,
X-men 2. In this game the controller settings determine the character
selected for the first level. This may be related to GM2.

This duplicates functionality specified by the GM2 movie file format.

I think I misused the Duplicate status there. Really this is it's own issue 
which GM2
should be marked as being blocked by.

For what is worth, the X-Men 2 game is only indirectly affected by this: 
characters are actually selected based on a hardware timer which is 
consisitently initialized in Gens but was unpredictable in the real console 
(being related to the TV synch signals). The presence/absence of controllers 
(or 6-button controllers), as well as software routines in the game to filter 
"invalid" input (L+R and U+D) slightly changes timings, causing the hardware 
timer to have a different value and giving a different character.

This should still block issue 5, though, but simply because GM2 format 
specifies it.
