About Translation by Modifying language.dat

What steps will reproduce the problem?
1. Modify language.dat to add "Volumn Control = おんりょう(&V)".
2. Start Gens11a.
3. Click "Sound" menu.

What is the expected output? What do you see instead?
"おんりょう(&V)" displayed instead of "Volumn Control", but there is no 
change on "Volumn Control" menu item.
I don't know how I can translate those menu items without modifying 
gens_11a.exe? I wish that those menu items can be translate by modifying 
language.dat in new version of Gens Movie Test.

What version of the product are you using? On what operating system?
Version:Gens11a
OS:Windows XP SP3 Professional English.

Please provide any additional information below.
Such as "Volumn Control","Windowed Fullscreen","Chang" Button of "WATCHES 
in Directories Configuraton have this problem.

I wish Gens Movie Test to be better and better.

I am sorry for my English is not so good, maybe my expression is not 
explicit.
