Summary and predicted data are generated using different predicted data XLSX files. This needs to be fixed.

We need to use the 20240702_BA_EQIP_IRA_base2023_value.xlsx for summary JSON. Also, we can remove the predicted data from the state distribution JSON, as the front end uses a different endpoint to get the predicted data.
