[BUG] Fix average payee count parsing and calculation in title-1 commodities #43

Describe the bug The current average payee count is showing as 0. This needs to be fixed.

To Reproduce Steps to reproduce the behavior:

  1. Go to Title-1 commodities state distribution data
  2. See 0 values for average payee count
