[TASK] Match subtitle e and subtitle a structure #78

https://policydesignlab-dev.ncsa.illinois.edu/pdl/titles/title-i/subtitles/subtitle-e/state-distribution and https://policydesignlab-dev.ncsa.illinois.edu/pdl/titles/title-i/subtitles/subtitle-a/state-distribution are having different structures. For example, subtitle E (and D) has "subtitleName": "Supplemental Agricultural Disaster Assistance, Subtitle E", "totalCounts": 32898, "subtitlePaymentInDollars": 118936556.47, "averageRecipientCount": 4112.25, "paymentInPercentageNationwide": 2.59, "averageRecipientCountInPercentageNationwide": 4.59, but subtitle A only has "totalPaymentInPercentageNationwide": 9.21, "totalPaymentInDollars": 3246552626.73
