This PR fixes the JSON files by adding zero entries when the subprogram data is not present in the CSV file.

Hi, @ywkim312, once this PR gets merged, the changed JSON data files will need to be updated in your PR here. commodities_state_distribution_data.json will get updated again this week due to #7. I will create a new PR in the pdl-api repository at that time. Please share if you have any questions. Thanks.
