added paymentInPercentageNationwide to data_parser #82

@ywkim312 Looks good to me! Thank you for your work 👍. My suggestions in Slack are:

  1. Add 'PercentageNationwide' to all programs/subprograms.
  2. Change the variable name in Title A to match Title D and add a subtitle name for Title A.

This PR should make it work.
