[BUG] Fix formula error in the consolidated_data excel document and update the CSV and JSON files. #96

Describe the bug A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

  1. In Title 1 sheet, the total for each programs also include the year in the header, which should not be added.

Expected behavior The formula in the consolidated_data sheet should be corrected, and the CSV and JSON files should be updated.
