#260: Create Policy Lab page and make surface 51 page as an iframe of it #261

This PR is for #260 . You can check the result at https://policydesignlab-dev.ncsa.illinois.edu/. The Surfce 51 page (https://surface51.github.io/policy-design-lab/) is included as an iframe. It also includes the link to the PDF version of Aleksi's thesis.

I see that Surface51 is using a stock image in their page. Maybe that needs to be updated before this goes live?

Did you mean the banner image on https://surface51.github.io/policy-design-lab/? If so, we don't need to do this. We will keep Surface 51's page as it is and remove this banner part in the future migration process.

I maybe out too long. Where I can see surface 51 part? I've surfing around the site but was not able to found it

Yes, Surface 51 is the iframe part you can scroll and see it: Screenshot 2024-04-05 at 12 31 37 PM
