As discussed on Apr 15's meeting, put this a subpage under Policy Lab, using the same switcher in the issue-whitepaper page to do the switch.

Will only contain the subprograms from Title II.

Based on the discussion, prioritize the IRA prototype page first. Make this feature to be 1.0.0 as a new major release

For IRA page:

1. Toggle in the map section for "Report | Prediction"
2. On the top, Johnthan will provide a description
3. Four programs will be EQIP, CSP, RCPP and ACEP

• we want an IRA v.s. The real number (at least for 2023) is compared in table
• Next step would be to extend it to year-by-year cooperation selection for all years and compare state percentage difference

1. Multiple-Practice
2. 2023 only for real data as the phase 1
3. What-if later as phase 2, that would be a second page or second section on the same page, will show two maps comparison and the projection part (Yifan will get it correct)
