Deal with annotation timestamp of zero #51

Where annotation timestamp is zero, this refers to an annotation that is applicable to the entire song (eg a spatial annotation). In these cases, to avoid lots of annotations appearing at once at the beginning of the song, they should be assigned a random time to appear, sometime in the first x (say, 20, to start with. This can be configurable) seconds.
