Add custom tags sorting or quick-add button #1591

Is your feature request related to a problem? Please describe. Because tags for texters are organized alphabetically, ‘wrong number’ (the most common tag), is at the bottom of the list, which is frustrating to use when trying to tag messages quickly. Significant scrolling is required to get to 'W' when many tags are being used.

As a texter, I should be able to quickly access the most commonly used tags without scrolling when tagging a response, or easily find the tag I am looking for.

As an admin, I should be able to order tags for texters in different ways, or a custom sort.

Describe the solution you'd like A ‘wrong number’ quick-add button (other forks have this) or custom sorting of tags

Describe alternatives you've considered Prefixing the names of the tags with 'a' or 'aa' to alphabetically sort them at the top. Not an ideal solution.

@jstgriswold is the use of "tags" in this issue in reference to survey responses? Tags have an autocomplete that can be searched so scrolling shouldn't be an issue!

Confirmed with the client this was in reference to tags, but the important ask is for the single click Wrong Number button to add a "Wrong Number" tag. @politics-rewired/spoke-client we should consider if/how we want to support this and if/how we could support compatibility with our current system of "Wrong Number" survey responses

This should be scoped to tag sorting if we want to implement this, and work on the quick add feature can be captured by #1626
