Thoughts on adding an environment parameter to RustIO? #2

This would be somewhat like ZIO. I'd be happy to take an initial stab at it if you prefer. Some notes on types and type aliases can be seen here: https://github.com/bbarker/haskell-zio

Thanks for the idea, I’m replicating step by step ZIO to explore potential and limitations of the language to express pure Functional effects systems.
