Add automation #4

Similar to the RFC repo we should have a bot that is able to help with creating evidence. Furthermore the bot should be able to help with merging after the evidence was approved on chain.

I have proposed a first step for helping with hashing the evidence and sending a submission extrinsic.

Closing this issue as on-chain submissions will be processed through the Core Fellowship UI from Subsquare as per PR #24.
