Why is this not a promotion rather than retention? The scope, involvement and impact of your work on the Polkadot & Kusama runtimes/chains/ecosystems are definitely supportive of rank 3 IMO.

There is also no artificial blocker for it. https://collectives.subsquare.io/fellowship/core shows you are eligible for promotion from the artificial "min promotion period" point of view

I also saw that, I set it as "retention" based on the Element chat about your promotion and the periods.

I second Joe being promoted to level 3, not least that some of his duties include doing things that only level 3 members can do. He has been an outstanding educator about the Polkadot protocol and has had considerable impact on migration of protocol functions to system chains.
