Remove Treasury Funding to the Kappa Sigma Mu Society

Issue Summary: This issue proposes removing the hardcoded 0.2% automatic treasury burn to the Kappa Sigma Mu Society, following a community signal to discontinue this funding.

Background and Rationale: The Kusama treasury is designed to support impactful community initiatives, with unused funds typically returned to the treasury. Currently, 0.2% of these unspent funds are automatically allocated to the Kappa Sigma Mu Society pot. Originally, this allocation was intended to fund innovative economic experiments. However, these funds have remained largely unused and locked away, with no meaningful benefit to the community.

Given the significant accumulation in the Society’s account for operational needs, there is broad consensus that the ongoing allocation no longer serves a purpose. Redirecting this portion back to the treasury will allow for more flexible and impactful community-driven use.

Proposed Actions: This issue, following the society’s signal, seeks to:

1.  Amend the runtime to remove the 0.2% burn to the Kappa Sigma Mu Society pot.
2.  Redirect these funds back to the treasury for community proposals and initiatives.
