[RFC] Add Paseo NetworkId #58

This RFC proposes adding the Paseo testnet as a NetworkId, for easier identification.

I will prefer to leave out testnets as they are less stable. We can have a library defines all the known networks to aid devs specify them.

In that case, we could remove all testnets, Rococo, Wococo and Westend
