type modules #22

Synchronize the latest type modules, including Primitive types, Substrate types, Codec types, RPC types, Derived types.

@polkadot-java requested a bounty on this issue; so would appreciate a bit of clarification from the individual who opened it.

@Web3Foundation yeah @wangboy is claiming that he had some agreement with the funder to work on that project. I still got no reply from the funder though, but @wangboy said that «he is busy these days outside» and soon will get back to us

@Web3Foundation，Yes, I had agreement with @wangboy on the issue before. As we were not familiar with gitcoin, @wangboy did not apply the issue at once when the issue opened. But @wangboy is the most qualified for the issue. As we know how gitcoin works now, this will not happen in the future.
