What is the current behavior and expected behavior?

Previously, I was able to add a multisig account on Encointer Network using js/apps: https://polkadot.js.org/apps/?rpc=wss%3A%2F%2Fsys.dotters.network%2Fencointer-kusama#/accounts

since recently, this button has disappeared. Other system chains still have it

Workaround: add multisig on Kusama relaychain page and use it on Encointer
