Unavailable chain endpoints

Some configured endpoints are not available.

Check the nightly cron output (or via yarn ci:chainEndpoints locally) and disable the chains (either with isDisabled or isUnreachable) until the issue is resolved. The output as found from the test includes:

Dwellir is doing some maintenance in Tunisia which affects the endpoints wss://*-tn.dwellir.com. They should be up again later today.

(I only disable after an endpoint appears 4 times, eg. around 48 hours. So if you are still in maintenance by then, just let me know and I can postpone)
