An address has nominations but no extrinsics in Polkadot-CC1 #24

There is a vested account: 1vTfju3zruADh7sbBznxWCpircNp9ErzJaPQZKyrUknApRu It's got zero extrinsics in explorers (polkascan and subscan both), there are no staking.nominate or anything, but if you call api.query.staking.nominators for it 1vTfju3zruADh7sbBznxWCpircNp9ErzJaPQZKyrUknApRu you'll see it nominates to a bunch of validators.
