Running start.sh migrates don't work #9

Running the start shell script an error is given saying app is not a module. I have run the pip install however the migrations still fail due to naming within the folder.

Outside of the Docker image I also noticed the PYTHONPATH is not set correctly anymore, I'll commit a fix
