A community call is needed to go through this for reaching consensus.

Currently the directory name is still SCIPs, thus I think this should be SCIP-0, or change SCIPs to SIPs or something.

Agreed. Hence the first discussion point, Decide SIP naming: SCIP (Substrate Community Improvement Proposal), SDIP (Substrate DAO Improvement Proposal), or SIP (Substrate Improvement Proposal)..., which shall be resolved in our first call, or a simple vote.
