Close #20 . Mecab is licensed under any of GPL v2, LGPL v2.1, or 3-clause BSD (https://github.com/taku910/mecab/blob/master/mecab/COPYING). Please suggest if you would choose other licenses (GPL v2 or LGPL v2.1).

BSD is definitely simpler than GPL so I think this is appropriate. I may modify the README slightly to make fugashi's license clear too.
