For the environments without mecab-config (#7) I've tentatively written several approachs to automatic bundle of libmecab. Debian, Ubuntu, Cygwin, and Jupyter (Google Colab.) could install fugashi without mecab-config.

Thanks, and sorry for breaking the replace! I think this is OK now so I'll merge it and figure out how to release over the next few days.
