Is this a BUG REPORT or FEATURE REQUEST?:
What happened: This may be more of a feature request in the end. Essentially when a user gets assigned to a ticket, if you change the assignee it holds on and emails all those who were assigned. Should also be an option to email select people anyway such as a project manager or people assigned to a specific group.
What did you expect to happen: Only email the selected assignee.
