Add fediversary banner #576

Adds a barebones banner celebrating a user's anniversary.

Adds a new anniversary attribute to account.

Preview: Account page with the new banner saying "It's admin's 1st fediversary"

I can't provide a preview for the animation unfortunately as I don't have anything installed to create a video snippet.

~I wanted to add some kind of celebratory animation, but it doesn't work in the simple UI :/~ Managed to get something that works in both UIs and also in RTL languages. Still need to work on the timings and clean up the mess I created before pushing though.
