Artifactory OSS Cloud Pro would give us the ability to promote a build to a release, but their OSS self-managed solution does not. Therefore, we this ticket should allow for:

ability to build and publish a release directly from Gradle for CI...

[ ] CI Gradle property
- [ ] causes clean, build.
- [ ] tasks for major, minor, patch releases
[ ] Maven Central requirements and syncing turned on
