Tickers API missing a large number of instruments on several dates #176

The tickers API -- /v3/reference/tickers -- is missing almost a third of the active tickers on 2009-10-29 and about 12% of the active tickers on 2010-03-30 and 2010-03-31. To reproduce, simply query by date for active tickers.

Example missing ticker: GOOG

date ticker-count 2009-10-28 9480 2009-10-29 6507 * 32% missing 2009-10-30 9474

date ticker-count 2010-03-29 9443 2010-03-30 8332 12% missing 2010-03-31 8335 12% missing 2010-04-01 9449

This data is still missing, 9 months after this bug report. Any chance of fixing this?
