What does your PR change?

• makes it possible to define the region for the s3 buckets in config
• removed nocodb
• fix initial setup and destroy
• redirect bucket not public
• split ses and cognito setup
• sleep 60s between ses and cognito setup to wait for verification
• added stripe secret key to variables (needs to be added to terraform cloud)
