Removed special functions and added Ninja generator support #350

Because special functions don't require an architecture or data structures, they don't really belong in polymec (especially when cephes and other libs do a better job anyway).
Since special functions were our only Fortran assets, we no longer need to support Fortran compilation for polymec itself.
Since we don't need Fortran, we can use Ninja!
Ninja is more picky about how we express dependencies, though, so we added BUILD_BYPRODUCTS directives to third-party library builders to let it know how to get imported libraries.
